Regulations: depends on what kind of program you have: center based, private/residential home, church, state, head start, center based care, if not exempt, must be licensed. They must follow minimum regulations: church programs are license exempt and must register with the state. Registering is not the same as licensing: family home based care must be licensed with the state. Regulations to address when establishing a new program: zoning regulations govern land use. They are intended to establish minimum standards of care designed to keep all children safe, rather than to ensure the provision of exemplary services. Immunizations, medications: required activities and materials, allowable forms of discipline, nutrition and food services, how programs are to communicate with and involve families, newsletters, daily sheets, program policies, most licensing codes include sections addressing these nine issues.
