One advantage of bureaucracy is its ability to organize large tasks like delivering social security checks, churning out automobiles from factories, delivering overnight packages, or fighting wars. Hierarchical organizations with clear chains of command are able to mobilize and coordinate the activities of thousands of people. Another advantage of bureaucracies is the concentration of specialized talent found within them. Departments - generally, the largest units in the executive branch, each headed by a cabinet secretary, that carry out essential government functions. Currently, there are 15 cabinet level departments each headed by a secretary, with the exception of the department of justice, which is headed by the attorney general. All cabinet-level secretaries must be nominated by the president and confirmed by the. Senate, and each department is meant to carry out the most essential government functions, as suggested by the first three to be established: war, state, and treasury.
