Preconditions for democratic elections and issues that arise: Free and equal access to the polls. Freedom for candidates and parties to contest elections. General = citizens voting for candidates to take particular offices. Referendum = citizens voting on a particular issue or policy. You often see these attached to general elections and are placed on the same ballot. Ex: cuba, china, laos, north korea, vietnam, entriea, libya, and syria; for the military regimes of pakistan, myanmar (burma) and sudan; and for the traditional monarchies of the arab world. Examples that don"t fit in any of the pure concepts above: Morocco: constitutional monarchy, competitive elections for the national parliament. Jordan: constitutional monarchy, competitive elections for the national parliament. Saudi arabia: constitutional monarchy, competitive elections for the municipal-level of government.
