We think we can measure learning with standardized test, and when we look at standardized test, we see a gap. We see that certain students are performing at one level, while a whole bunch of other students are performing at another level, with a huge gap between them. Therefore, the goal of a lot of iniiaives is to close the gap to help certain students perform beter on the test. Gloria ladson billings (2006) wrote an aricle that pointed out that the achievement gap was really a larger problem of racial and other dispariies in edu. Segregaion, inequitable funding, school governance (all three have goten worse) Funding- jonathan kozol (1992) school funding is not equal because of local property taxes. Chicago- model of reform in schools, but then fell in the hands of corporations.
