The electric flux through a gaussian surface is proportional to the net number of electirc field lines passing through that surface. Gauss" law relates the net flux of an electric field through a closed surface to the net charge qenc that is enclosed by that surface. If enclsed charge qenc is positive the net electric flux is outward. A conductor contains a large amont of negatively charged electrons that are free to move. The electric field inside a conductor is equal to zero. If it were no, a non-vanishing force f = -ee would be exerted by the field on the conuction electrons which are always present in a conductor. Thus, current would always exist within a conducto. There is no such perpetual current in an isolated conductor!
