Soviets wanted a buffer zone to protect from the horrors of WWII

o Soviets 22 to 30 million
Russia sees security as having some control over eastern Europe
European countries very nervous about instability
Everyone starts buying natural gas from Russia

They would not oppose German re-unification as long as NATO wasn’t
expanded

o Fins are very entrepreneurial
o Fins and Soviets are neutral
Fins wont establish a NATO base
Won’t have a Soviet OR anti-Soviet military
o Finland thrived on this policy
