Definition: allocation of house seats to the states after each census. Ex: ma went from 14 seats (1950) to 9 (2010) Arizona went from 2 seats (1950) to 9 (2010) Definition: drawing new boundaries of congressional districts. Responsibility of state legislature in most states, but increasingly calls to reform the process to make it less partisan by using bipartisan commissions. If you lose or gain a seat you have to redraw your districts. Happens in most states every 10 years even if no seats are changed. Most cases it is done in the state legislature. Definition: drawing boundaries of congressional districts in order to advantage some partisan or political interest. Taking up it is a new thing, courts say it"s hard to say when too partisan.
