Hobbes wants to make the world harmonious enough for mercantilism to work. For him the whole purpose for authority is that the power be vested in one body who understand what political reason is all about. In locke"s time, the church did not have nearly as much power as it did in hobbes". British monarchy is becoming progressively weak as the structure of commercial exchange progresses. The development of our political condition is a direct result of hobbes and locke. The big difference between locke and hobbes is that locke is not writing in a time of revolution, but in a time of the consolidation of power. When john locke is talking about property, he is talking about slaves, which was a huge part of the world economy. John locke says that hobbes is not interested in civil society, but only in political authority; fortunately for him, civil society is flourishing at the time of his writing.
