Progressivism was seen at the federal, state, and local levels. Social welfare progressivism in the form of settlement houses. Settlement house workers were mainly college-aged middle class women. Were interested in the newly formed social sciences; purchased a house in a poor enclave to get to know the neighborhood and the people in it. Some inspired by religious motivations; others have academic motivations. Focused on living conditions and how the neighborhood was doing. Offered job training, health clinics and education in the settlement houses. Lobbying city and state for better policies. Workplace inspections and boycott of goods made under unsafe conditions. Ruled that it is not the job of police or the state to enforce workplace hours. Workers had the right to work more than 60 hours. Muller challenged an oregon law establishing a 10 hour workday for women. Defense argues that women"s physical condition does not allow them to work excessive hours.
