HONR 269 Lecture Notes - Lecture 8: Mullah, Marshall Plan, Al-Qaeda
Document Summary
After overthrow of taliban, there was no political elite available to take over power. Too many people had become politicized to the extend of demanding a share of power in the new regime and greater control over local affairs (272) International community hurried to restore the highly centralized government first imposed on afghanistan by abdur rahman, albeit one in which the gov"t legitimacy was to be based on elections rather than dynastic right (272) Weaknesses visible after karzai took power (leadership, functionality, legitimacy) Karzai: passive, weak-willed , patrimonial model of state offices/resources redistributed on personal basis to buy support of others, encouraged maladministration and corruption had debilitated earlier. Afghan gov"t couldn"t provide security and economic development the people wanted, and had to rely on international support looked less legitimate. Problems afghan faced in 2001 similar to those in the past, although the country was now a profoundly different place than it had been before 1978 .
