Not possible for it to be 0 (there is always someone looking for a job) Structural unemployment: unemployment caused by changes in the industrial makeup (structure of the economy, new industries are created and old ones are destroyed. I. e. close of borders (bookstores) many jobs are lost. Workers must be retrained, reeducated, and relocated. Unemployment caused by time delays in matching available jobs and workers. I. e. recent college grads, those who move because of spouse: length of frictional unemployment. Internet has decreased time/ costs for job searching no longer using newspapers to find jobs. Can be effected by gov. regulations that make it. Cyclical unemployment difficult to hire or fire: created when business cycle hits depression.
