Communication system: strike baton on bricks of buildings to signal for help, whistles, call boxes/telegraphs, radios. Late 1920s-early 1930s police departments got radio broadcasting systems. Sheriff still primary law enforcer in rural and unincorporated areas. Small towns served by city marshals, night watches and small police dept. Prohibition, crash of wall street/great depression, and corruption led to unprecedented crime wave. Some cities looked outside of police dept for leadership bc of increasing criminal activities. Workers wanted: higher pay (an additional /yr), reduced work hrs (then, officers typically worked 87 hrs/wk), increased benefits, merit promotions. Result: the city fired all striking officers and hired new officers. 1100 out of 1500 officers took part in police union, all 1100 got fired. Governor calvin coolidge acclaimed for ending the strike. He was chosen as harding"s running mate- became president in 1923.
