Dual federalism fed. and state have clear, separate responsibilities. Cooperative federalism (our type) fed. and state government responsibilities are blurred and become more complex. Complex issues, sharp differences in ways to approach them. Government action that falls in between gridlock and innovation. Government policy affects every aspect of life. Ever increasing challenge to establish effective policies. Lump sum funding to states, greater state control. Unfunded mandates : fed. requirements for states with no funding behind it. Ability of a government to identify, assess, and respond to public problems. States vary in people, history, skills, needs, values, budget, and methods. 200+ congressional committees and subcommittees: run by expert staff (20+ somethings running the government) Our government is broad and balanced input into policy but slows/complicates the process.
