Food, drug & cosmetic act 1938- further reduced use of food additives by using food standards: burden of proof for safety was on the fda. Food additives amendment of 1958 ( 21 u. s. c. Sec 348: required pre-market approval for all new food additives, prohibited use of any substance which causes cancer in man or animal. What was it called: prevented use of additives that deceive consumer resulting in adulterated or misbranded food. Food additives amendment allows use of two classes of substances.
