Realism (part ii) january 13, 2016: understanding anarchy: neo-realists (gilpin, waltz) differ from classical realists because classical realists emphasize human nature. Anarchy means there is no ruler, or world sovereign. No one has authority over anybody else (sovereign states). You have authority in domestic politics vs not a lot in international politics. Staes can still put pressures on other states; in uencing them to make certain decisions. A. self-help: viewing the international system as a self help system. You have to take care of yourself because there"s no one else to enforce what"s right/ moral. France has a resource they want access to but need german technology. C. not human nature, but structure of international system: intentions leading to outcomes. Aspects of the international system encourage certain behaviors. Neo-realists look at the structure of the international system to explain behavior rather than the people in the states.
