Even the smallest wage increase can result in steep losses in essential public benefits such as housing, healthcare, & food stamps . Work schedules - inflexible & often unpredictable. Undermine mothers" abilities to care for family. A market solution is out of the reach for these families. Stigma of low - income mothers & children. Norms of major social institutions (employment & education) operate according to rules that demand untenable choices from mothers & children.
