State capabiliies opportunity : you can make inferences about what capabiliies are going to look like. State type willingness : you can never really know a countries" intenions, cooperaive vs. exploitaive. Fear > power: fear that is created by uncertainty, power maximizaion is your ulimate strategy. Power > fear: cycle; power maximizaion of one country increases fear of other countries, the power is what creates the fear. Can we change uncertainty: liberalists have said there are many ways to change this uncertainty. Mearshiemer places an emphasis on power maximizaion: when your power exceeds that of others, try begin to compete. Ofensive versus defensive: ofensive realism (mearsheimer, defensive realists get stability from establishing a balance of power; not try to provoke another major power. Bipolarity is best: the most stable internaional system is bipolarity. Two powerful actors; or two coaliions of countries.
