Dual use technology: can be used out of the military context > civilian purposes. There sill needs to be a cause of war. Use of drones in warfare is lawful thus far. Proporionality issues: civilians killed relaive to targeted militants. Are they proporional: this is the naional legal authorizaion; protecing itself against future terrorist atacks, the right of self-defense is inherent; an aspect of customary internaional law.
