Implications of eu accession for democratization and economic reform in poland. Unified government under the republican party (1 veto player) We should see some rapid change starting january 2017. This system of electoral college benefits smaller states. The winner-take-all system lets the winner of that state get all of the electoral college votes from that state. Popular election system bc no matter what, one candidate will get 50%+ of the votes in the 2nd round. Process of accession in poland begins in 1997. Solidarity electoral action (democratic reformers) government is responsible for passing eu law. Eu negotiations work directly w/polish government (pm & cabinet) President kwasniewski reelected in 2000, 54% in 1st round. Poland concludes the negotiations by end of 2001. Some aspects of eu law that poland did not want: Carrot: promise of eu membership if they meet the conditions. Stick: rejection of membership for failure to meet the conditions. Eu was very successful in demanding total compliance.
