Eu negotiations work directly w/polish government (pm & cabinet) President kwasniewski reelected in 2000, 54% in 1st round. Poland concludes the negotiations by end of 2001. Some aspects of eu law that poland did not want: Carrot: promise of eu membership if they meet the conditions. Stick: rejection of membership for failure to meet the conditions. Eu was very successful in demanding total compliance.
