Democratization in poland: economic reform and electoral competition. Poland began implementation of radical market reform immediately. Radical market reform ( shock therapy : eliminate price controls, reduce inflation, privatize state property finding a way for people to start businesses. Had to find people to buy property, find the land, etc. Prices rise immediately, people"s" lifetime savings disappear, severe economic recession begins, unemployment rises. 1990 - 1991: president walesa tries to expand decree power. Felt like he was in the best position to orchestrate economic reform. 1991: competitive parliamentary elections: 3 unstable government continue shock therapy. Parliament immediately began pushing back president walesa. Institutions are managing conflicts differently in poland than in russia. Comparison of policy space in russia and poland: 1st competitive elections. Gap between left and right were not as wide. Right: laissez-faire, low taxes, individual rights, integration w/europe.
