Reeves used his knowledge to press the international government to take action. Planes camouflaged as bomber planes to terrorize people. 21 year civil war (christians (south) vs. muslims (north)) Oil has been discovered, but not yet exploited. Sudan is china"s main premier offshore oil production. Oil prosperity sets a place for a new civil war. Khartoum looks like a middle-income city vs. the other parts of sudan are desertie. By 2004, the situation in darfur was becoming apparent. Mukesh kapila, un member, approached the khartoum govt only to be denied. Peace negotiations took over a year; by that time, most of the nasty killings had finished. Pattern of going into a country only to fix a mess.
