There is no overarching govt in the international system. Everyone has an individual incentive to add 1 more thing so that they can produce more. But that"s a problem when everyone wants to dit. The idea that the collective interest is hurt by individual interests. Depleting resources: fulfilling interests in the short term is good, but bad in the long run, but individual actions are rational.
