No one wants to be the one to provide (4409) the collective good, but everyone wants to and can. How to we solve this problem (of no one wanting to do it) benefit from it. There is no overarching govt in the international system. Everyone has an individual incentive to add 1 more thing so that they can produce more. But that"s a problem when everyone wants to dit. The idea that the collective interest is hurt by individual interests. Depleting resources: fulfilling interests in the short term is good, but bad in the long run, but individual actions are rational.
