In canaday chapter 4 benefits go to war veterans. Assumption: women would be able to enjoy the benefits through marriage. Marriage was becoming more of a middle class phenomenon. So many benefits are legally channeled through marriage, rather than allowing people benefits simply because they are people who deserve them. The va first created the social category of homosexuals so they could be excluded. In 1948, half of college students were vets. The va shaped who could or could not go to college. Home ownership trends resulted in the middle class life of the 50s and 60s. Redlining combined with deliberate segregation through restrictive covenants (like levytown) refused to let poc move in. People had to sign documents saying they wouldn"t sell their homes to. Many people were shut out of housing, colleges/universities. The american legion and va were lobbying and drafting legislation that would give benefits only to veterans, instead of to all americans.
