Path dependency: countries have certain ways of dealing with issues, and they do not often waver from their route. To understand present policy, we must understand past policy. In the original constitution, voting rights were gender neutral in that it did not explicitly state that women were not allowed to vote, yet voting was restricted to property owners (rich white men) As the us was established and states began to write state constitutions, women were specifically excluded from voting rights. Protectionist legislation affecting women from overworking themselves appeared as late as the 20th century. Myra bradwell, 1873: woman practicing law was told by the state of illinois that she could not do so. She repeatedly sued, and it went to scotus. Scotus sided with illinois, because women were naturally delicate and timid . A woman in or worked more than 10 hours a day, so she took it to court as a violation of state labor laws.
