Missions dilemma: corrections lacks a clear mission, offenders want fairness, leniency, assistance, public wants protection and punishment, government agencies want cooperation and coordination, not all can be met; need for mission to be established. Methods dilemma: techniques are tried and proven ineffective, leads to cynical workers, focus on bureaucratic policies, methods can be unfair, poorer in society are harmed more, disproportionate effect. Structure dilemma: components of the system work against each other (e. g. ) State vs. local corrections: corrections system is interdependent with external entities, funding, planning. Cost dilemma: corrections is expensive, public is questioning correctional costs, takes away from other social and educational service, not doing a particularly good job.
