The south led the way in mass incarceration. 16 states have more people in prisons and jails than in college housing. Because fear of victimization has been rising. Prosecutors filed more charges even at arrests remained flat. Incarceration continued to rise after crime rate fell. Most cases don"t go through full trial - they"re plea-bargained. Death sentences are becoming rarer, but more are getting life without parole aka not leaving. Black defendants get longer sentences for same crimes. In 3 states, more than of black electorate is disenfranchised. States with less incarceration don"t have more crime. We think incarceration is a crime control strategy. Juvenile justice system has shrunk by roughly half.
