Corruption in a police department ironically can further departmental cohesiveness, improve morale, and make the department (or certain units) more able to carry out the department primary missions. It is not easy to define corruption, difficult to observe it in its many forms, and of questionable importance to eradicate it. It is important that police departments reduce incidents of violence and harassment against their residents, especially given that the police depend on the community for support in crime- fighting and investigation. It is clear that some departments encourage or do not actively discourage through policy and practices a pattern of suspicious and militarized policing against certain sectors of its population.
