Could only serve in lower offices (also could afford armor and made up most of the hoplite army) Served as light armed troops and sailors in the navy. Women were citizens but excluded (not legal adults) But, a council of 400 created and made up of 100 men from each phyle (membership in phyle only requirement) Council of 400 prepared business/legislation for the assembly (thus gave a voice in government to a limited number of non elites) All citizens males could serve in heliaia (court) as jurors. Any male citizens could bring an indictment if he believed a crime had been committed.
