Intl system is anarchic, peace is temporary: states claiming sovereignty will inevitably develop offensive mili capabilities to defend themselves and extend their powers, uncertainty , leading to lack of trust, is inherent in the intl system, states will want to maintain their indep and sovereignty, as a result survival will be driving force, influencing behavior, states will have an incentive to misrepresent their own capabilities to keep their opponents guessing.
