POVERTY
-Absolute Poverty: a state which occurs when people fail to receive sufficient
resources to support a minimum of physical health and efficiency, often
expressed in terms of calories of nutritional levels.
-Relative Poverty: a state defined by the general standards of living in different
societies and what is culturally defined as being poor
Measuring Poverty: U.S. Census Bureau
-The poverty threshold is an estimate of the point in which a family has
insufficient income to meet basic needs(food, housing, etc.)
-Official poverty measure for the Census Bureau
-Referred to as the “official measure”
-The supplemental poverty measure
-Takes into consideration all income sources including government
programs (welfare) and real household expenses
-Not a basis for government program eligibility but can help track the effect
of welfare programs
-Recognizes state variations in cost of living
-According to the official poverty threshold California has an average
poverty rate of 14.5% from 2014-2017, but a 20.4% poverty rate
based on the supplemental poverty measure

whites, but whites comprise 42.1% of those in poverty, followed by latinos 28%
and 23% of blacks.
