Electoral irregularities are common in the developing world. Contested elections are an essential component of the definition of democracy. Third wave of democratization started in the 1980s. Diffusion of democratic norms and geopolitical changes. Early 1990s the spread of democracy through elections seen as inevitable ( end of history") However, electoral contests around the developing world are commonly marred by a series of malpractices. Electoral irregularities can occur at any stage of election process. Elections are complex events requiring substantial administrative capacity and financial resources. Elections are now organizes in many fragile and poor states that lack this administrative capacity. The prevailing democratic norms force authoritarian governments to organize (flawed) elections. The problem of fraudulent ballots generates a lot of media attention. But problems may occur at any stage in the electoral cycle.
