After the civil war, we had to take war time measures, including: the emancipation proclamation (jan. 1863). It freed all of the slaves in the south to economically crush it and bring those states back into the union. Next, the 13th amendment was passed (ratified december 1865). It abolished the remaining slavery in the north. It was passed before the union became whole again, so that the south could not oppose its passing. Special field order 15 sea islands experiment. Slaves were offered 40 acres and a mule . Freedmen"s bureau set up schools for african americans, offered financial aid, etc. Andrew johnson slave owner, sympathetic towards the south, racist. Vetoed an expansion of the freedman"s bureau and looked the other way when black codes were established. Thadius stevens called for total restructuring of southern society, helped impeach johnson. 1866 congress wrote the 14th amendment equal protection under the law to everyone.
