Chapter 28: Unemployment
Notes from May 3rd 2018
All surveyed people into 1 of 3 broad categories
1. Employed
2. Unemployed
3. Not in labor force
Those who are employed are…
• Paid employee
• Self-employed
• Unpaid workers in a family members business working at least 15 hrs
• Full-time and part-time works (any paid work!)
• Temporarily absent workers
o On vacation
o Sick/Pregnant
o Out of office because of bad weather
o Even if absence is unpaid
Those who are unemployed are..
• Available for immediate work (unless temp ill)
o Actively looking for work anytime w/in the last four weeks
• "laid off" - waiting to be recalled
Those who are not in the labor force..
• Full-time students
• Retirees
• Homemakers
• NOT looking for work
Labor Force = Employed + Unemployed
Unemployment Rate (UR) = # unemployed/labor force
Labor Force Participation Rate (LPR) = labor force/adult population
Recession is associated with a higher unemployment rate
Unemployment benefits get cut off ~26 weeks (half a year)
• 2008-2012 --> average duration of unemployment went over 26 weeks, BECAUSE there was a new
policy that extended the benefits past 26 weeks, so more people stayed unemployed (99 weeks)
• Makes it easier to freeload if you have longer unemployment benefits
Unemployment based on demographics
• Rate higher for teens, but also their participation rate is lower as well
Does unemployment measure what we want?
• Unemployment numbers measure jobless rate, not job quality rate (not necessarily good)
