Changes and continuities of domestic policy (1968) Hinton: the punitive impulses and preemptive crime control policies of (lbj"s) urban social programs contaminated other great society measures fighting racial discrimination and lack of opportunity. Nixon expands repressive aspects of johnson"s policy initiatives. Omnibus crime control and safe streets act of 1968. Block grant funding in criminal justice legislation. The bill had originally designed the grants to go directly to cities and local agencies with populations over 50,00. But house republicans everett dirksen (r il) and gerald ford (r mi) proposed to change the structure to block grants to be given directly to states. It was understood that if the money went to cities, agencies controlled by liberal democrats and blacks in city government would administer it.
