4 parts : intro how party set the agenda and organise opposition to federalist, hamilton to bring civil rights, keeping slavery off agenda, parties are coalition. People align themselves into republicans or democrats. Policy-demander govt party, elites work behind the scenes to affect nominations. Way they work varies according to rules. Trump shows how candidates define parties, means something different today because of trump. Elites active in house nominations are a different set of actors, unstructured game, control flow of the voters. Voters in caucus and primaries are the formal authorities that sovereigns. Still alot for house, not as much as trump. Elites-people involved in politics beyond voting, candidate they prefer on ballot for voter to vote onlots of informal activity to define who those party choices are going to be. It takes some kind of elite control to make sure that happens. These nomination define what party stands for.
