Audiencias are beneath the council: first one is in santo domingo. In the end, there are 10 audiencias: they co-govern with the viceroy, they can try to get a viceroy removed and a viceroy can try and get a judge removed. Only the viceroy and captain general can send troops out. Beneath the captain general are the governors.
