Europe and the americas have the oldest regional hr systems. Asia does not have a regional system. Circa 1950-80: era of dictatorship guerilla movements. Dirty wars : state-led counter-insurgency efforts aimed at eliminating domestic. Death squads : unofficial units within police and/or military, involved in dirty war. Disappearances : carried out by state and parastatal actors crimes. 1980s: regional debt crisis; initiation of neoliberal economic adjustment. Mid-1980s: beginning of era of democratic transitions . 1990s: rise of authoritarian populism (coincides with intense economic pressures of globalization) Debt crisis: region-wide as a result of over-borrowing by states in the 1970s. World bank and imf"s terms of assistance require national level economic restructuring. Balancing state accounts- thus reducing social service budgets; instituting user fees for health and educational services. Eliminating price controls and instituting wage controls. Old regimes lose credibility as economic crisis deepens. States, other ngos abroad, and la exiles living abroad.
