Recall: by 1863, north committed to ending slavery but question remain about the status of freemen. Key players: former slaves, president andrew johnson, southern democrat dominated. *all 4 hard own ideas/vision to answer what would happen to free blacks questions, struggle ensues: congress: republican, southern planters (old confederate leaders) Definition: federal agency, arm of congress, established 1865. Oversaw transition from slavery to wage labor in southern states. Supposed to (cid:820)soothe the transition(cid:821: the meaning of freedom. End to slavery and desired independence from white. Went out of their way to do things they weren(cid:821)t allowed to do under masters. Took to the road, searched for family members. Pass laws= walk the roads to find work. Massive process of mobility to track down family. Before: illegal to read and write 90% of population illiterate. After: with helfo white abolitionists (esp women as teachers) and northern free blacks embarked on self education journey in the south.
