Division of labor: delegate work from the whole to small groups. A system created by members of congress for their own benefit. All of the committees, rules, and structures are the results of decisions made by. Not a fixed system: number, size, resources and rules of committees can change congress over time. If you meet a quorum you can call a cow. If you want to kill an amendment, they can call a cow to vote down the amendment and it will never be brought up again. Not effective for the senate because you have to be germain in the senate. Have to have a germain amendment and you cannot put just any. Permanent committees- do not need to be reapproved. Committees created to study a particular issue; generally short term. Has to be reauthorized in each congress. Joint committee of printing: joint committee on the library.
