Chomsky argued that all languages share a basic universal grammar . Said that we have built in predisposition to learn grammar rules, not particular languages. Ability of humans to extract statistical regularities from the world around them to learn about the environment. Sensitive periods: if you don"t learn somethings during sensitive period, it doesn"t exactly set you behind. Critical periods: if you don"t learn a skill during critical period, you have a difficulty mastering it, sort of sets you behind makes it difficult.
