Level 2 - reads primarily in 2-word phrase groups. Level 1 - reads word by word. Choosing text for tier 1 fluency work. Select texts within the ccss grade-level bands for difficulty. Select texts with a variety of genres, representing ideas from a variety of cultures, with rich vocabulary and interesting content. During reading - support fluency and comprehension. After reading - develop comprehension through discussion and writing. How to support students who are struggling. Reread in partners to provide additional practice.
