Khan initially, but in 1925 he deposed the qajar dynasty because he wanted to establish a republic. Establishes idea of law being central and having a check on the shah (not him, but guy before him) ahmad does not really adhere to it. Wanted to create great sense of nationhood so he took it back to pre-islamic times. Pet project: to build a railway connecting the caspian sea to the. Strong nationalist element, wanted to build this without foreign assistance, which was impossible. But he proudly made sure it was paid for with iranian money. Did not want to be indebted to western power so he raised taxes on tea, etc. Really brought his country into the modern world. But a lot of the reforms were skin deep because it takes a very long time for change to take place and to see the effects. Lots of suspicion of his ministers whispering campaigns.
