Cuban resistance fighters were becoming more effective, spain sent over a new governor, He had a plan to stop guerilla warfare: create villages, camps, re-concentration camps, to concentrate the cuban people at night. Essentially, these people were not free at nighttime. They pulled them together at night by armed guards. Over 200,000 cubans died in these camps, not because they were killed, but because of poor sanitation, malnutrition. Caught the attention of hearst and pulitzer.
