Oversight is process where congress has responsibilities executive brand follows the law and follow what they said they would do. Gridlock is when too much tension and no agreements. People taking to the st and pressing a lot of pressure on topics. More focus on casework, oversight, and distributive spending (earmarks?pork?) The house, in particular, may favor local interests over national interests. Decentralized nature of congress leads to creation of issue networks policy subsystems. Permanent civil service ( bureaucracy ) considered separately from the top level. Try their best to drive policy development. Control office of management and budget (omb) - if you control the money you control a lot. President power is not as much as people think. Bully pulpit being able to stand up and talk and influence public opinion strongly. Bureaucracy- not elected people, common folk, represent and really care to make a difference; very different from private sector.
