Hundred = 10 tithings (100 families) supervised by a. 13th century = watch system (1285: one man in each parish = constable or chief peacekeeper, constables could draft citizens as watchmen and require them to watch city at night, key factors: Justice of the peace created in 1326: help constable night watchmen, took on judicial functions, helped establish connection between police and judges, peacekeeper -> judicial function. Private police and thief takers: 18th century rise in crime rates created a need for more formal policing in large cities, private police profited legally and illegally from a lack of state sanctioned police agencies.
