Public law enacted by obama; goal is to make public documents easier to understand. Material is in plain language if audiences can: find what they need, understand what they find, use what they find to meet their needs. Organize information so that most important part is first. Readability formula determine if docs are written at the appropriate reading level. Formulas have different purposes, not all are reliable; focused on sentences and vocabulary. Fry readability graph- widely used, easy, useful for any text. Flesch reading base- useful for any text, part of readability stats on microsoft. Identify written materials at appropriate range of patient reading skills. Not only criterion to use when choosing materials. Can be used to revise current materials to higher or lower reading levels.
