Successful bargaining sometimes works but usually ends in a compromise. Compromise= settlement in which each side generally concedes preferences. What are preferences? to secure others (cid:498)givens(cid:499)- individuals and groups know what they want- that must be reconciled if they are to agree to some common course of action. Unstructured negotiation yields a non collective results all parties can accept. They are organizations which create and enforce and apply laws: make policies; representation for the populous. Power is the influence over an institution.
