Ch 1: introduction: why do we need government, limited resources and unlimited wants, government has to allocate the limited resources, there is always a conflict bc of the limited resources. Help reach collective decision and implement it: what makes government different from other institutions, decisions made by the government affect everyone living in the limits/ under its jurisdiction. Private organizations only affect a small subset of people that are there voluntarily: govt can coerce/force us into doing things (taxes, drafts) Rotary club can"t force you to pay dues bc you can leave. Govt can use potentially deadly force to enforce compliance. We (citizens) have legitimized that power: what roles do we expect government to play, public goods: roads, parks, schools, water, ewage, mil, natl defense. Non excludable- can"t stop someone from using a produced good. Everyone pays for them bc everyone can use them: negative externalities: negative byproduct from privte production process.
