Implementation= writing of legislation: article 2- creates an executive branch, but doesn"t say anything. Congress is in charge of executive branch organization. Historical development: spoils system, civil service reform- late 1800s. Getting jobs based on partisanship/politics, who you know not what you know. When a new president comes in, will probably get fired because he will want to reward his followers. Replacement of the bureaucracy every 4 years, huge amounts of turnover. Not an effective way to run the government. Where the pendleton civil service reform act passed in 1883 in response to president garfield being shot by a disgruntled employee who had recently been fired. Been amended, but still in effect today. Created for the basis of our modern day civil service setup. Getting jobs based on competency/ merit, provides them protection from partisanship (can"t be fired if we get a new president or if someone doesn"t like their partisanship) Have to have some kind of education and training.
