Small colony of europeans lived outside of moscow (referred to as europeans) fascinated ptg, teaching him some european customs such as how to sail. Modernizing russia will bring ptg more power and give russia better defense against foreign enemies. Ptg goes to europe and recruits boat builders, doctors, and intellectuals that will advance russia, using the west to build up his army, wanting to increase the physical capacity of russia.
